The Census Project notes that the current Congress must act on appropriations for FY 2015, either through a measure incorporating all 12 appropriations bills or by passing a temporary funding measure for federal agencies. It is unclear what the Census Bureau’s funding level will be. If the temporary funding measure is pursued, a funding “anomaly” will be sought for the 2020 Census planning so that testing and design can funded adequately.
Also, the Census Bureau published a Federal Register notice on December 2, outlining its plans for the National Content Test. It is here: http://www.gpo.gov/fdsys/pkg/FR-2014-12-02/pdf/2014-28247.pdf .
